Arrowpoint Corporation, a MorphWorks company, is seeking a Practice Leader – Strategic Analyst to provide expertise within an Army 4-Star Command in strategic and operational planning, briefings, and analysis at the Headquarters Army Materiel Command (HQ AMC) as well as lead our client delivery team.

CANDIDATE IS REQUIRED TO BE A U.S. CITIZEN (NON-DUAL CITIZENSHIP) WITH AN ACTIVE SECRET SECURITY CLEARANCE.

POSITION REQUIREMENTS

  • Analyze and assess mission area decomposition and strategic & operational plans to identify impacts
  • Participate in strategic planning and coordination related to Intelligence, Security, Information Technology (IT), Information Management (IM), and Cyber Defense functions
  • Develop, deliver, and maintain a comprehensive five-year strategy with clearly defined strategic goals and objectives
  • Create and maintain an annual execution plan based on the five-year strategy, incorporating lines of effort (LOEs) aligned to the objectives
  • Support the annual review and refinement of the five-year strategy and annual plan, tracking accomplishments and updating as necessary
  • Develop and maintain an Annual Operating Cycle (AOC) to coordinate all planning, budgeting, and execution activities for the HQ AMC DCS G-6 (CIO)
  • Participate in strategic planning and coordination events and activities
  • Prepare and deliver planning analyses and recommendations that align with Army strategic documents such as the Army Campaign Plan (ACP) and HQDA CIO-G6 plans
  • Conduct Analysis of Alternatives (AA) to assess cost, schedule, performance, and risks of feasible alternatives
  • Conduct Business Case Analysis (BCA) to evaluate strategies, costs, benefits, and gap analysis results
  • Collaborate with clients, partners and team members to build effective business relationships
  • Makes decisions which impact the success of capability execution results and deadlines
  • Responsible for leading and motivating a team of Specialists, ensuring that the team has the appropriate skills and competencies available

QUALIFICATIONS AND EDUCATION/CERTIFICATION REQUIREMENTS

  • Expert knowledge of, and experience in, the development and creation of five (5) paragraph executive orders for the Army
  • Bachelor’s degree plus 10 years work experience required
  • U.S. Citizenship required
  • Extensive technical and operational expertise in the analysis, development, and implementation of strategic and operational documents, plans, and events for HQ AMC DCS G-6 (CIO)

REQUIRED SKILLS

  • Experience with strategic and operational planning for DoD and government organizations
  • Experience working with the latest version of ETMS (Electronic Tasker Management System)
  • Expertise in C4, IT, IM, and Cyber Defense functions
  • Proficiency in developing and managing multi-year strategies and execution plans
  • Ability to analyze mission plans and deliver actionable recommendations
  • Skilled in preparing Analysis of Alternatives (AA) and Business Case Analysis (BCA)
  • Strong understanding of Army and HQDA strategic documents and planning
  • Capable of supporting operational cycles and event coordination
  • Strong communication and presentation skills for delivering briefings and analyses

  • U.S. CITIZENSHIP (NON-DUAL CITIZENSHIP) required
  • ACTIVE SECRET SECURITY CLEARANCE required, ACTIVE TOP SECRET SECURITY CLEARANCE preferred
